Can I place a new flange on a cast iron pipe?

The proper way would be to cut off the cast iron pipe wherever you can get at it and use a adapter to change it to plastic. Putting a smaller pipe inside the existing pipe would not meet code and could possibly cause sewer gas to seep into the house. It sounds like you have a good plumber to me.
